Gajarsa at the United States Court of Appeals for the Federal Circuit, the federal court charged with hearing appeals from all federal court actions arising under patent law, appeals from legal decisions of the United States Patent and Trademark Office, and appeals from several federal administrative agencies, including the Merit Systems Protection Board and the Department of Veterans Affairs;
